The condition for the integration of the USSR into the world economy

The entry of the USSR into the world market (and not necessarily only in the form of joint ventures on our territory, but also in other forms and in other countries) will inevitably require a review of the entire accounting and reporting practice, its complication, alignment with the realities of modern market management, achieving greater comparability of the results of Soviet and foreign firms. In the meantime, based on the results of our economic reporting, it is quite difficult for a foreign company to determine the real "face" of its potential partner and the direction of possible long-term commercial investments. In particular, British experts have found that differences in the Soviet methodology for calculating income taxes lead to an excess of the corresponding income of the joint venture over the calculations according to the British methodology when evaluating similar transactions.

From all that has been said, a general conclusion can be drawn. There is only one way to integrate into the global economic system — the early formation of real market relations and relevant institutions, granting full independence to diverse and equal economic entities, abandoning policy planning with the development of a new set of regulatory norms and guarantees, bringing economic legislation in line with current legislation in the global business community, a broad and comprehensive program personnel training. At the same time, it should be remembered that the openness of our economic system cannot be achieved through a one—time act, it is the result of a long process of transferring the economy from one qualitative state to another. Therefore, a period of accumulation of a "critical mass" of transformations is inevitable here.

Contrary to the superficial opinion expressed by some circles, our country is by no means empty-handed in expanding economic cooperation with developed industrial countries. According to the State Statistics Committee, the national wealth of the USSR in 1989 amounted to 4539 billion rubles. Even with a discount on the traditional postings for our country and the price increase, this is a huge asset. And if we also take into account intellectual property, then our potential is very great.

The point is not that we are poor, but that our wealth (resources of all kinds) is connected by a weighted production structure and an archaic economic and political mechanism. As offensive as it may sound, the metaphors "stingy knight" and "dog in the manger" fully apply to our economy.

Hence, the rapid integration of the USSR economy into the extensive world economic relations becomes not a good wish, and even more so not a response to the growing trend of materialism (which, by the way, has already been institutionalized in our country), but a categorical imperative to create a new economy. Without this, the country will not be able to get rid of the all-encompassing destructive monopolism embodied in the hardware-command system. By itself, this system is endogenously capable of only cosmetic changes with a constant tendency to reverse movement. It is possible to overcome its deep internal contradiction only by entering a meta-system, in this case, to a higher level of real socialization, which organically presupposes the individualization of initiative in the organization of economic and all social communication. sensuelas.com/elite-escorts/
